MINUTES OF THE REGULAR MEETING OF THE JEFFERSON COUNTY BOARD OF COMMISSIONERS HELD ON MARCH 5, 2018 AT THE JEFFERSON COUNTY COURTHOUSE, 220 NORTH MAIN, ROOM 102, WAURIKA, OKLAHOMA:

Chairman Phillips called the meeting to order at 9:00 a.m.

Traci Smith acknowledged that proper notice was given on March 2, 2018 at 8:37 a.m. and the agenda was posted on the bulletin board outside the courthouse and posted on the first-floor bulletin board.

Bohot made the motion to Approve Regular Meeting Minutes held on February 26, 2018. Second: Martin.  Aye Votes: Phillips/Bohot/Martin.  Motion Approved.

Phillips made the motion to Approve Claims and 15 Blanket Purchase Orders.  Second: Bohot.  Aye Votes:  Martin/Bohot/Phillips. Motion Approved.

Bohot made the motion to Approve Officers Monthly Reports and Review District Consumable Report.  Second: Martin.  Aye Votes:  Phillips/Bohot/Martin.  Motion Approved.

Phillips made motion to Approve Monthly Fire Inspection for Elevator.  Second: Bohot.  Aye Votes:  Martin/Bohot/Phillips. Motion Approved.

Phillips made motion to Approve Election Board Reimbursement claim for 2/2018.  Second:  Bohot.  Aye Votes:  Martin/Bohot/Phillips.   Motion Approved.

Review Monthly report of Treasurer to State Auditor and Inspector for the month of February 2018.

Phillips made motion to Approve transfer of funds from MD-3 Capital Outlay for county Health Department

in the amount of $15,000.00 to MD-1A PS for County Health Department in the amount of $15,000.00.  Second:  Bohot.  Aye Votes:  Martin/Bohot/Phillips.  Motion Approved.

Discussion with Mendy Spohn about the Health Department services overview and the change to the hours of Operations.

Phillips made motion to Approve Resolution # 80-2017-2018 for Disposal of Equipment for Jefferson County D 2 – Inventory #D302-103 2017 Mack Truck/Tractor CHU613 1MIAN07Y2HMO26394.  Second:  Bohot.  Aye Votes:  Bohot.  Aye Votes:  Martin/Bohot/Phillips.  Motion Approved.

Phillips made motion to Approve transfer of funds from T-2-A M & O for Jefferson Co D-2 in the amount of $7,500.00 to T-3 Capital Outlay D-2 in the amount of $7,500.00.  Second:  Bohot.  Aye Votes:  Martin/Bohot/Phillips.  Motion Approved.

Phillips made motion to Approve Agreement between Spatial Data Research, Inc. and Jefferson County for GIS Addressing & Map Book Maintenance for 911 Maps for Jefferson County Sheriff Department.  Second:  Bohot.  Aye Votes:  Martin/Bohot/Phillips.  Motion Approved.

Bohot made motion to Approve/Disapprove Removing Sarah Britt as Receiving Officer for Jefferson County Assessor’s Office and Adding Penny Edwards as Receiving Officer.  Second:  Martin.  Aye Votes:  Phillips/Bohot/Martin.  Motion Approved.

Phillips made motion to Approve Cash Fund Estimate of Needs for County Officers and Request for Monthly

Discussion on possibly combining the position of 911 Coordinator and Emergency Management Position for Jefferson County.

Phillips Approved Purchase Contract Deadline today between Department of Transportation and Jefferson County D2. For 2018 John Deere, 6110M Cab Tractor with Tiger Boom Mower through State Contract.  Second:  Martin.  Aye Votes:  Bohot/Phillips/Martin.  Motion Approved.

Martin made motion to Approve Safety Meeting for District 3 Barn for September 2017.  Second:  Bohot.  Aye Votes:  Phillips/Bohot/Martin.  Motion Approved.

Phillips made motion to Approve District 2 Barn for October 2017.  Second:  Bohot.  Aye Votes:  Martin/Bohot/Phillips.  Motion Approved.

Martin made motion to Approve 324-A Claim from Pinnacle consulting for payment of Right of Way for District #3 Noble Wray Phase II Project, J/P #29914(04) in the amount of $4,450.00 to Todd Casebolt and Heather Casebolt.  Second:  Bohot.  Aye Votes:  Phillips/Martin/Bohot.  Motion Approved.

Martin made motion to Approve Interlocal Cooperation Agreement between the Town of Sugden and Jefferson County for July 1, 2017 and June 30, 2018.  Second:  Bohot.  Aye Votes:  Phillips/Bohot/Martin.  Motion Approved.

Review Jefferson County Employee Personnel Policy, Jefferson County Travel Policy, and the Jefferson County Drug and Alcohol Testing Policy for any changes that need to be made for the 2018 Policies.

Discussion was to not make any changes.

Bohot made motion to Adjourn at 10:00 a.m.

Candidates File for Local Offices

 The deadline for filing for office in this year’s elections was this past Friday afternoon at 5pm. 

Four filed for seats on the Waurika City Commission. 

Two of those candidates Jacob Eck and Henry Lara are seeking re-election. Eck and Lara both drew opponents.

Also filing for a seat on the Waurika City Commission are James Terry and Rickey Porterfield.

In the race for county commissioner Rickey Martin drew two opponents. Rickey will be running for re-election against Kenneth Blevins and Macey Lovett. 

Bryce Bohot did not draw an opponent in his bid for re-election as a commissioner in District 1. 

Nobody filed to run against Sandra Watkins for the office of County Assessor. 

Emily Follis will also run unopposed for her re-election bid for the office of County Treasurer. 

Jefferson County’s Associate District Judge, Dennis Gay, did not draw an opponent. 

District Attorney, Jason Hicks, is also unopposed. 

State Rep. Marcus McEntire will return to his seat in the Oklahoma House of Representatives, Dist. 50, without having to face a challenger.
